Guruparan is responsible for the legal issues related to the Foundation.

Guruparan was born in Jaffna, Sri Lanka in 1985. Kumaravadivel Guruparan is currently a Chevening Scholar reading for his Masters in Law at Balliol College of the University of Oxford, United Kingdom. Prior to leaving for Oxford he worked as a Lecturer at the Department of Law of the University of Jaffna. He holds an LL.B Hons from the Faculty of Law of the University of Colombo and is an Attorney at Law. At the University of Colombo he was awarded among three other academic awards, the Dean of the Faculty of Law's Most Outstanding student of the year at the general Convocation held in 2010. He received his secondary education from Jaffna Hindu College.

He is Founder Secretary of the Jaffna Forum for Social Empowerment which works towards recreating public spheres in Jaffna for dialogue on politics and public policy. He Co Founded the Sri Lankan Youth Parliament and was its Convener from 2004-2007. He is a founder member of Beyond Borders Sri Lanka and has produced five forum theater productions on current political and social issues. In October 2008 he was a Visitor in residence with Oxfam Spain and undertook a speaking tour across Spain covering issues relating to Youth, Minorities and Conflict. He has in the past worked with many leading think tanks both in Sri Lanka and elsewhere. He is frequently invited to comment on various aspects of law and governance and politics in Sri Lanka and has spoken at conferences in London, Madrid, Berlin, Sydney and Pune.

He is currently located in Oxford, United Kingdom.
