The Noolaham Foundation has been actively working on an extremely important
and worthy project over the last few months. The Virtual Learning Environment
Project as it is formally called is based on the ultimate intension of the creation of
a virtual, open and a freely accessible learning environment to the Tamil students
of Sri Lanka. The Foundation firmly believes that once completely finished and
executed the project would be of immense help to the learning and teaching
population of the country. The entire project had been mainly divided into three
phases of execution of which we are currently through the first one. At the end of
the third phase, we hope that our project would create a robust, self-sustaining
online social learning community.

Thereby the aim of the first phase was to bring mostly text based educational
resources to online and make it accessible to students. In this regard the prime
necessity was to collect relevant material such as text books, teachers’ guides and
question papers. The members and enthusiasts of the foundation were actively
engaged over the last few months in the collection of such stuff from prominent
teachers in the field, schools, zonal education offices and private educational
institutions. The mission was satisfactory and great amounts of material were
able to be collected and the task is still in progress. Moreover scanning and
digitizing of the collected documents is also simultaneously underway. Everyone
involved in the project are investing their maximum effort in making the virtual
environment an ample source of resources of all kinds. So far the project is
progressing successfully and as always we are hoping for even more improved
performance.

There exist various levels of Virtual Learning Environments. They can be classified as follows.

Level 2: Virtual learning management systems (courses, video/multi media, animations, dynamic tools, collaboration tools, assessment, administration)

Level 3: Social learning systems (self sustaining co-learning, collaborating, co-creating learning communities)

The technology complexity and the resources needed to build successful systems increases proportionally to the level of the VLE.

The Foundation maintains an online digital library, develops special library collections; updates a vast database about places, institutions (schools, temples, community centers etc) and individuals; publishes a newsletter; organizes awareness raising seminars on digital preservation; provides training to librarians and students on digital archiving; publishes books; maintains a blog; coordinates a range of fund raising activities and collaborates with other organizations and individuals.

Noolaham digital library (www.noolaham.org) has documented over 11,000 publications related to Sri Lankan Tamil speaking communities so far and the publications without copyright restrictions are available online freely. This digital library serves as a learning centre incorporating local knowledge and enabling social interaction with a view to achieving constructive social outcomes. This digital library functions as a repository for various institutions, supports the cognitive work of scholars and researchers, and fulfils the information needs of social workers, teachers, historians, and the general public.

The OMI missionary had planned to open up a new public library in Kilinochchi in a month. A discussion regarding the infrastructural features of the library to be established was held on 18-10-2012. The Library Science advisory board of the Noolaham Foundation had been invited and took part in the programme. The board presented its ideas and suggestions at the discussion which were greatly welcomed by everyone. Moreover the team representing the library project requested possible help from the Foundation on their venture for which the Noolaham Foundation expressed a positive reply. The library team and the Noolaham Foundation as well reflected ideas to work together in future in useful projects. It looks evident that such an alliance would definitely be beneficial to the society in the long run.

The OMI missionary had planned to open up a new public library in Kilinochchi in a month. A discussion regarding the infrastructural features of the library to be established was held on 18-10-2012. The Library Science advisory board of the Noolaham Foundation had been invited and took part in the programme. The board presented its ideas and suggestions at the discussion which were greatly welcomed by everyone. Moreover the team representing the library project requested possible help from the Foundation on their venture for which the Noolaham Foundation expressed a positive reply. The library team and the Noolaham Foundation as well reflected ideas to work together in future in useful projects. It looks evident that such an alliance would definitely be beneficial to the society in the long run.

In the ‘Panaiyolai’ documentation seminar held on 09.09.2012 a variety of documents belonging to periods before 1981 had been handed over to the Jaffna Public Library in the digital format. Moreover in the discussion period of the programme the core topic was the the Platforms at which the other private and state sector organizations could function in collaboration with the Foundation with respect to documentation and today we are able to reap the ultimate benefit out of the programme. Currently the Public Library is very likely to work in close association with the Foundation in its projects. The Noolaham Foundation has been actively working on a crucial project over the last few months whose primary aim is to create an unlimited supply of resources of all kinds for the secondary education pupils of the country by which a student would gain access to all the required materials for his academic work from the website itself. In this regard the vital part of the project was the collection of documents such as textbooks, exam papers and reference books. The Jaffna Public Library definitely is an abundant source of such materials and to our delight Mrs.Emelda Karunaharan, Librarian of the Jaffna Public Library had expressed a positive response in this venture. We are pleased to inform that the digitization of documents including those supplied by the Library is currently in successful progress and we are through a big milestone in our project. We convey our sincere thanks to all those people actively participating in the project.

A seminar on Documentation was organized by the Noolaham Foundation on 09.09.2012 Sunday at ‘Thodarpaham’ conference hall in Jaffna town. The chief purpose of the seminar was to emphasize the importance of Documentation in today’s world and to widen the knowledge of the public on the field. A wide range of people from different spheres of the society were invited to the event. The event started at 9.00 a.m. morning. After the ceremonial openings and addresses, the first important event was the address by Mr.K.Kuruparan, Lecturer, Faculty of Law, University of Jaffna on the topic ‘The importance of documentation of the Tamil speaking societies of Sri Lanka’. This was followed by an address by pioneer Mr.J.Arangaraj about ‘The contemporary position of us in relation to the documentation of the Tamil speaking societies of Sri Lanka’. Thereafter Mr.S.Seran, undergraduate of the University of Moratuwa and the chief operating officer of the Noolaham Foundation presented his speech on ‘The documentation of the countries of the world in accordance with the international standards and norms’. Next Mr.S.Sureshkumar, undergraduate of the University of Moratuwa, made his address about ‘The documentation through the evolution of new technologies’.

Followed by it, a short film titled ‘Karanthai Poo’ was displayed to the audience. Then a submission of the documents which belonged to periods before 1981 documented by the Noolaham Foundation took place. Finally a discussion regarding the platforms at which the other private and state sector organizations could function in collaboration with the Foundation with respect to documentation was arranged. Many resource persons associated with the field including Mrs.Emelda Karunaharan, Librarian of the Jaffna Public Library, Mrs.Kalpana, Librarian of the library of the Medical Faculty of the University of Jaffna and Mr.Anuraj, reporter of the Uthayan newspaper actively participated in the discussion and presented their ideas. The seminar was over by about 1.30 p.m.
